Congress Tuesday passed a measure appropriating $20,000,000 for the relief
of the starving and distressed in Russia. This will be spent to buy wheat in
America to be transported at once to the famine districts of Russia part for
food and part for seed. A splendid Christmas gift from this great country to a
people who are literally down and out.
