Raleigh, March 5—The senate has passed the Bellamy bill requiring applicants for marriage licenses to present to the register of deeds before the license is given a certificate showing that both parties are in healthful condition. The measure had previously passed the house and it was expected that proponents of the bill would have little difficulty in getting it through the upper body.
Persons adjudged insane, feeble minded idiots, or imbeciles are barred from marriage. Male members must satisfy the physician that they are free from tuberculosis and all venereal diseases. The woman will only have to present a certificate showing the nonexistence of tuberculosis.
