Raleigh, N.C., May 3—Upholding the negative of the query, “Resolved, that France is justified in her occupation of the Ruhr,” J.M. Potter and G.F. Seymour of State College here tonight defeated R.D. Mead and R.J. Waring of Virginia Military Institute, in one of a triangular debate.
