Declining the recommendation of the judge who tried the case and the solicitor who prosecuted, Governor Morrison laid down the proposition that the crime of manufacturing or assisting in the manufacture of whiskey is a deliberate offense and that he will be very slow to “pardon anybody else for this offense.” The application in question was made for Williams Edwards of Johnston county, sentenced in August, 1921, to 12 months on the roads for manufacturing whiskey.
