Norfolk Southern Fighting Exodus of Colored People

Charlotte, June 7—Any unusual movements of laborers over the Norfolk Southern which operates in North Carolina and Virginia, are to be reported by its agents to sheriffs and police chiefs along the line, under an order by E.D. Kyle, vice president, which was received here today.

The order said: “There seems to be a wide movement to strip the South and especially farms of labor,” and added that should it succeed, it would hamper the development of the South.

Many Southern states, including Virginia and North Carolina, require high license fees of labor solicitors.
