General J.S. Carr of Durham has gone to western North
Carolina for the purpose of giving his personal help to the people who suffered
by the flood. Congress has appropriated $540,000 for relief work in North and
South Carolina and Alabama. It will be distributed under the direction of the
secretary of war.
