Columbia, S.C., July 19—Five hundred dollars reward for the capture of Frank Harrell, alleged accomplice of Mortimer N. King in the slaying of Major Samuel H. McLeary, near Cheraw, S.C., July 2 was offered tonight by Governor Thomas G. McLeod of South Carolina, after a conference with state and government agents.
