Gov. Bickett Pardons Ray Owen of Moore County, October 1920

Governor Bickett has granted a conditional pardon to Ray Owen of Moore county, convicted of larceny and receiving at the August term of court last year and sentenced to serve 18 months on the roads of Anson county. Giving his reasons the governor said that the solictor, the man whose property was taken, the private attorney for the prosecution and numerous good citizens think the prisoner has been sufficiently punished, and that he is needed by his family.
