Wilmington Mayor Is Indicted Monday

Wilmington, Jan. 18—Bills of indictment were returned by the New Hanover county grand jury today against Mayor James H. Cowan of the city of Wilmington, Joseph E. Thompson, commissioner of finance, and R.C. Cantwell, commissioner of public works, on charges of maintaining a nuisance in the shape of an open ditch used as a sewer.

Capiases for the three officials were served this afternoon, but no bond was required, the mayor and his colleagues being instructed to appear in court tomorrow.
