Raleigh, May 20 (AP)—Charles M. Upham, managing director of the American Road Builder Association and until recently chief highway engineer of the North Carolina Highway Commission, has been appointed by the government of Mexico as general manager of highway construction there.
Mr. Upham has accepted the appointment and will leave Raleigh Wednesday to take up his new duties with the Mexican government.
Under plans worked out, he said the Mexican government plans to spend $12 million for roads.
