Charlotte, Oct. 4—Mecklenburg rural policemen arrested a total of 23 persons and charged them with 31 offences during Saturday night. Of these 17 were charged with disorderly conduct, six with gambling, five with being drunk, two with operating a car while under the influence of whiskey and one with operating a house of ill fame.
