Washington, Dec. 16—A constitutional amendment providing for the election of president and vice president by popular vote of the country as a whole was proposed in a resolution introduced by Representative Lineburger, Republican, of California. The resolution also would provide presidential primaries in all states under the supervision of Congress, and would increase to six years the terms of office of the president and vice president.
