Record, June 30, 1919. Without any rules governing pay, without any minimum wage, it was indeed possible for an employer to decide to cut wages 25 to 50 percent.

Raleigh, June 30—Four
out of five post office sub-stations in this city will be closed tomorrow by
order of the post office department in Washington, it was announced today by
Postmaster Gatling. No reason was given in the statement of Mr. Gatling, but it
was stated at the sub-stations that the offices are to be closed because the
employes refused to accept cuts in their salaries ranging from 25 to 50 per
cent.
