Blue Ridge, N.C., Sept. 18—Addressed by the Rev. John F. White, director of education, Boy Scout extension bureau, on “Service and Citizenship” and by Dr. Albert Shields, assistant director of institutional research at Teacher college, Columbia University, on “Scouting and Public Schools” were the chief numbers on the program on the next to final day on the Biannual conference of scout executives today.
