Kinston, Oct. 4—Rising at the rate of two inches an hour, the Neuse River here tonight was approaching the flood stage of 1919. Happersville, a suburb, is under water, and the residents are using boats to get back and forth. Considerable damage has been done to the crops in the lowlands.
