The city water department yesterday announced that all consumers of the city water who failed to pay their bill by the 15th of this month would suffer a penalty of 10 per cent in addition to the amount.
Because of the large number of consumers, together with the smallness of most of the accounts, the city is forced to require all customers to send their remittances by mail or deliver them in person, and the 10 per cent penalty was decided upon as a method of prompting the delinquent to meet their obligations promptly.
